What is the Proposition A language?
THE ISSUANCE OF $12,300,000 BONDS FOR DRAINAGE, DETENTION, AND STORM SEWER SYSTEMS AND FOR REFUNDING DRAINAGE, DETENTION, AND STORM SEWER SYSTEMS BONDS OF THE DISTRICT, AND THE LEVY OF TAXES, WITHOUT LIMIT AS TO RATE OR AMOUNT, SUFFICIENT TO PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS
What will be the estimated cost to residents?
The PUD cost matches the Harris County Flood Control District investment, approximately $11,500,000. For the homeowner each $100,000 of home value will increase taxes approximately $100 annually. For instance, it's estimated that a $420,000 will pay $400 annually.
How is it funded?
PUD will sell 72 acres of PUD floodway land of which most borders Cypress Creek plus $10,000,000 of detention inside the 72 acres. Prop A is a Bond proposal for $12,300,000 to build the detention and drainage.
Who/what is the PAC and where can I find more information?
The PAC is handful of Champion Forest neighbors who think it’s important to shed light on the upcoming bond vote. We heard about the vote via attending the CyForest PUD meetings. Our goals are to help introduce the issue and are working to help neighbors understand there is an upcoming vote.A group of residents have formed a PAC. What will the voters get?
The PUD receives 27 acres that HCFCD owns on the Cypresswood Road frontage, the old driving range, the old sites for the main building, swimming pool, tennis courts and parking lot, all the developable land the PUD doesn't already control. The PUD will control all land which is developable. The taxes used to pay back the Bond will be spent on construction on land within the PUD district that reduces flooding risk, secures the land from adverse development and possibly enhances our amenities.
What happens if we don't pass it?
Harris County Flood Control District will own the 27 acres, and the PUD will own 258 acres which will remain a park with trails. No flood reduction, no improved drainage, no security, no change in park maintenance expenses and no new amenities.
HCFCD will need to answer the question about their investment for flood reduction, is it productive. If not, they could sell or transfer to another County agency to recapture their investment. The concern is high density vertical residential development will bring HCFCD the most money. Our concern is any adverse development will drive our home values down.
What will happen to the old Raveneaux land after the vote passes?
The PUD will begin maintaining the 27 acres plus our remaining 186 acres. HCFCD will be responsible for the 72 acres. Engineering and Construction plans for the detention will begin. Ideas for amenities will be considered. Bond funding will probably happen in September.
Is there a plan for a club or landscaping?
No deal has been reached for either, although both will be earnestly discussed when passed.
